Autofx has some wonderful plugins that can be used in either Photoshop or Paint Shop Pro and I believe may work in Gimp or have a Gimp version somewhere. You can find their site here...

Feel free to check out the various plugins, they give picture samples so you see what each one can do. The Dream Suite Ultimate is particularly wonderful with so many options and effects.
